The Guadalupe – Blanco River Authority is seeking qualified applicants for the position of EXECUTIVE MANAGER OF WATER RESOURCES AND UTILITY OPERATIONS at its Sequin, Texas Headquarters
POSITION PROFILE
The Executive Manager for Water Resources and Utility Operations is the corporate leader for relationships, operations, and engineering for GBRA’s water resources division.
Primary Duties. Primary duties of the Executive Manager for Water Resources and Utility Operations are as follows:
- Assists the General Manager with GBRA’s high-level interactions and negotiations with state and federal officials, private entities, and customer representatives in regard to the Authority’s water resource and utility operations;
- Directs GBRA’s implementation of new water, wastewater, and related utility projects; and
- Oversees directly GBRA’s daily water management and utility operations, providing leadership, supervision, and training for operations and engineering managers.
The Executive Manager for Water Resources and Utility Operations serves as a cooperative member of the GBRA Executive Team alongside other executive managers responsible for finance and administration; business and water project development; and governmental relations.

Personal Characteristics. The GBRA’s expectations for the personal characteristics of the person filling this position include:

- Cooperative team member, able to sort out priorities and execute actions in cooperation with the General Manager.
Education and Experience. Bachelor’s degree in engineering or a natural resource-related discipline. Master’s degree preferred. Professional engineering license strongly preferred, but not required. Experience should include 12 years of professional experience related to the duties of this position, eight of which involved supervisory responsibility.
Compensation. Negotiable depending upon qualifications and experience; position in a salary category beginning at approximately $130,000 per year. Benefits include retirement plan, health plan, and more.

The Guadalupe-Blanco River Authority is a recognized leader in managing water resources that benefit both people and the environment in its 10-county region covering the Guadalupe River and Blanco River basins. A regional public entity created in 1935 by the Texas Legislature, the mission of the Guadalupe-Blanco River Authority is to protect, conserve, reclaim, and steward the resources of the region in order to ensure and promote quality of life for the public. The authority is governed by a nine-member Board of Directors appointed by the governor. Headquartered in Sequin, Texas, GBRA’s professional staff members are located in communities throughout the region. Executive leadership is vested in a General Manager and Executive Managers. Some of the Texas cities in or near the GBRA region include Victoria, Seguin, and New Braunfels in the region; Austin, San Antonio, and Corpus Christi are nearby.
