Evaluation of Public Programs and Services

From the firm’s inception in 1977, Ray Associates has completed performance, management, and organizational reviews for a variety of public sector clients. These include execution of governance policies for policy boards, design of new organizational plans for private and public entities, staffing studies, analyses of out-sourcing/in-sourcing opportunities, assistance with reorganizations and mergers, and productivity improvement.

Our staff has the experience and perspective on public organizational operations to – all our professionals have worked in the public sector. Jim Ray, one of the Principals of the firm, is responsible for applied research projects covering such topics as cost reduction measures, productivity improvement, coordination of state assistance to local governments, interlocal contracting, annexation policies, regional cooperation, and the impact of state and federal legislation on governments. Much of Jim’s knowledge of organizations comes from a history in management positions for state and local government.

The addition of Karl Spock as senior consultant on our staff strengthened our firm’s performance review qualifications. Karl has 24 years of experience in performance auditing of public sector entities. He led teams conducting performance reviews for 17 years and functioned as a Senior Analyst for the Legislative Budget Board and Assistant Director of the Sunset Advisory Commission.
