Sheila Jennings, Vice President

Sheila Jennings provides management and research services for the firm's clients, monitoring state and national public policy issues as well as management innovations applicable to the firm and to our client projects. She has a background in public policy analysis and administrative management, and spent her first years at Ray Associates as association manager for the Texas Association of Regional Councils, one of the firm’s clients. In addition to research, Ms. Jennings assists in the day-to-day operations of the firm’s consulting practice, and works on consulting engagements that include executive search, executive compensation studies, and organizational and board development. Before joining Ray Associates, her professional experience included research and administrative assignments for the Austin-Travis County Health Department and the City of Austin’s City Manager’s Office; and policy analysis for the Texas Council on Family Violence. She has a Master’s degree from the Lyndon B. Johnson School of Public Affairs at The University of Texas at Austin and a Bachelor’s degree in Communications from Austin College in Sherman, Texas.
