Katherine B. Ray, SPHR, President and Principal Katherine Bennett Ray is a management and budget specialist with over 30 years of experience in projects serving industry as well as local, state, and federal governments. A principal in Ray Associates, Inc., since 1980, she previously served as the Director of Administration for the Texas Advisory Commission on Intergovernmental Relations. Her other work experience includes assignments with the Texas Constitutional Revision Commission; Tracor Data Systems; and the U.S. Equal Employment Opportunity Commission. In the course of her work, Ms. Ray has been responsible for consulting assignments involving human resource management systems, organizational studies, feasibility studies, public policy research, and the conduct of training programs and workshops on a variety of topics. In addition to compensation studies, she has provided expert witness testimony on behalf of cities and special districts, and has assisted numerous Texas cities with implementing changes to comply with the Fair Labor Standards Act (FLSA), the Americans with Disabilities Act (ADA), and the Family and Medical Leave Act (FMLA), as well as with performance-oriented coaching and development systems. She holds a Bachelor’s degree in Public Administration from St. Edward’s University and is certified as a Senior Professional in Human Resources (SPHR). |
